It's due to
1) retirees not being replaced by kids cuz there is no need to, as long as profits keep soaring with a smaller labor force
2) being the only president to cut public sector jobs during a recession instead of adding them. Had he been Raygun, any Bush, or Clinton, there would be another 1M people working for various levels of government.
