Ya know, the same thought crossed my mind. This is a requirement from a government body, no? These guy's are taking the most conservative estimate internally and from the governments perspective. If all goes well (wishfull thinking), non, or part of these reserves will not be realized. As a result, they would be returned to retained earnings.
