No!!!! Unring the bell means just what it indicates, that you can't undo something that has been done. Think about it Sam; How do you reverse the ringing of a bell?

You don't think 13.5% interest rates was runaway interest rates? Good gosh, they were going straight up WITH NO END IN SIGHT. That's what we forget. It took bold action to stop that spiral upward which at the time look to have no end. We have two moth-balled nuclear power plants close by that were halted because the bonds required so much interest that the entire project fell apart. At the time - maybe forever - it was the largest bond default ever. Housing was stopping - because interest rates made it so no one could get a loan. Sam - it was a series of cascading events that was destroying Americas hope and prosperity.
