Well to that I say duh. And it was a deep recession that Reagan sent us into. Carter could have done that earlier - he didn't have the balls. That is just dead wrong. Volcker did it. Volcker was nominated by Carter. Carter told him to do what needed to be done. Despite the fact that it might cost him the election. Which it did.
