Yes, I believe they wanted a little taper to show the economy started to improve on Bernanke's watch... after it crashed on his watch. That is he gets some credit for it plus if there is a stumble, it won't be on Janet Yellen. Thus she might not have as much pressure to keep rates too low for too long... I like the decision.
