I'm not sure what that means, but it certainly doesn't mean that humans and other apes have the same mental processes. One of the first things that anyone points out that are different from humans and all other animals is the mental process, especially the reflective thinking humans exhibit about their own sense of self.

There is a lot of thinking as to what mental processes are shared with the apes, and how that compares to the mental processes shared with the shrews, and to the octopi. As expected, human mental processes are more similar to apes than to groups which separated from humans more generations ago.
