Huh? On what planet does that make sense? Both of those programs are affected by the population aging (though not to the extent some seem to think), and Medicare goes up because the cost of medical care goes up (which in the last three years, it hasn't much, and Medicare is becoming more and more solvent long-term because of that).

So yes, there are more people becoming dependent of Medicare and Social Security. But that's not because those programs make people more likely to take those; age does.
