No it isn't (maybe some is but most of it is not). For example drug prices and physician fees are about cost not quality.

Five year survival rate for cancer is somewhat (but not totally) about quality, but the US does well there

Health Spending is spending not quality.

Hospital spending per discharge is again spending.

International comparison of spending...

Physician incomes is not about quality.

The "Diagnostic Imaging" data is mostly about prices.

Same or next day appointment data is about quality, but isn't as significantly about quality as the wait time for specialists which is much higher in a number of other countries.

"Doctor Reviews Clinical Performance Against Targets at Least Annually" is a measurement of use of one method that can possibly increase quality, but doesn't actual measure quality. You can have all sorts of reviews that do little or nothing.

"Determinants of Health in Select OECD Countries" isn't about the health care or health insurance systems at all.

"International Comparison of Spending on Health" - again spending

10 measurements on the first page, only two are about quality, one only marginally so and one where the US does very well.
