Do you have a link for that? I can't find anything from mainstream news or otherwise... at least none where a judge has ruled the state must declare bankruptcy -- maybe you meant some cities in California will have to? I know certain news outlets believe California is bankrupt, but we ran a budget surplus of over $1 billion this year and the governor put it all in a rainy day fund for future fiscal problems.
