Jim - I am not as wrong in my position re the state as you want to portray me. The whole union game is to make the states responsible for the "legal" obligations of their cities. That is clearly the game plan in Detroit. I sincerely ask you - if the cities in California are not allowed to implement the changes - who will pay the bills? Perhaps your game plan is to dump it up to the feds. As I have said - you guys can do whatever you chose - as long as you pay for it. Think about it - no changes allowed - no money to pay the bills.
