Would not globalization, account for this.

? Globalization means an expansion of trade and culture among the G20 nations. Nothing to do with the internal economic dynamics of any of those nations.

So many US dollars are distributed over seas, be it by black market, illicit conversion, or just enterprise.

? This is an extreme exaggeration. You can't spend dollars elsewhere. They have to be converted first. Will Joe who runs the corner liquor store accept a yen note?

Black market? illicit conversion? What are you talking about? Myths created by the irrational public and used to fan their fears of their continued poverty.

Enterprise? How does a company do that, and why? Does AAPL have loads of dollars abroad? Nope. You don't know what the media don't know. Why be their lackey? Comfort?

Hoards of capital from M2 is stored in places and by people or entities who can not easily place that capital into service.

You don't know what M2 is.

There are probably a whole list of complex variables about the why's of it.

You're talking like a myth inventing public. Why not learn these concepts? Too late. You'll just have to drown with the public.
