Why not invest any surplus in government bonds? They're very safe.

What I'd like to see is the bond's securing the SS be given special legal status, that they will be repaid BEFORE any other bonds, such as those held by foreign governments or private investors. Or, at least be given the SAME status.

Remove the doubt that the government will stiff it's own citizens (as suggested by president George W. Bush) before foreign governments or private investors that hold bonds.
