I'd allow defense to continue to become a smaller part of the budget and the economy, I'd end the war on drugs, certainly at least on the softer drugs, I'd shelf all sorts of corporate welfare and farm aid. I'd review foreign aid, and cut out the parts that don't seem to be doing any good (its not nearly as big of area as most people think, but at least it has the advantage that cuts here are popular). I'd reduce regulation, and thus reduce the effort to enforce regulation (the big benefit here is not on spending, its on helping the economy, even in budgetary terms the big effect is extra revenue, but it would reduce spending).

But that's not enough. We need entitlement reform. I'd end the PPACA, adjust the retirement age (for Medicare as well as Social Security) up over time. Probably also change the cost of living adjustment.
