They made no effort to prepare a working program. The only objective appeared to be getting people into THE PROGRAM, not if it would work. Now the part that might make it work has been shunned by targeted source, the young healthy people. This happens when people all except each other in their elite group as geniuses.

So very few people even read the bill prior to passing it. Kind of like closing your eyes before entering a traffic intersection. This has become a true train wreck and more trains are headed toward mess of tangled cars and twisted bodies.
