Good suggestion. But the problem is payscales. These high tech folks get a lot of money in the private industry in addition to the power to hire and fire based on performance. In the Govt. sector not only is the money not available but the level of freedom in the private sector is not available to them either. So what is their incentive to work for the Govt. Surely not the Congress who will be appropriating their budgets.
