People already run stop lights and stop signs

Sure, every day, but most people obey stop lights most of the time, and many essentially all the time. The main reason is not fear of a ticket, but fear of an accident. Fear of a ticket is an important reason but a secondary one (except at empty intersections with good visibility, but then it isn't actually an important thing to do anymore, and also there is often less fear of a ticket in such situations because if the visibility is so good you would probably see the cop).
