>>"voluntary""<<...look at it this way with me...you would not build a house without indoor plumbing, hot and cold running water, showers even multiple bathrooms when if you compared "cost" the out door john and well would certainly be less expensive...ok., it is about time in the sunshine states, for sure, we reached point where we rid ourselves of total reliance on centralized fossil fueled providers of energy when we can get the advantages of each residence or group having renewable, reliable energy provided by the Sun. The storage "problems" would be solved quickly imho, and no more power outages because of storms etc, unless you were right in the storm.
And I'll bet in today's world if you tried in a metropolitan area or suburb subdivision to have your own outhouse it would be illegal.

Instead of coming up with ways to prevent solar solutions it is time for all of us, you especially, with your knowledge and expertise to come up with ways to make it happen instead of viewing it as something such as Maurice does...Hitler and Brown shirt stuff.
