State can't do that; has to do it for the entire state. I've seen estimates of 3M pools, so, ain't gonna happen.

Hollywood or BevHills can with city zoning laws, so, can't do that.

During droughts, however, you can impose limits on water use, so pools might dry up. Some might complain about rationing. They need to remember that they might have built their pools, but they didn't build the dams and aqueducts that deliver their water.
