It was nothing to do with Carter or Reagan. <Oh yeah, in this country Carter got us on this track and positive "photovoltaics" were happening and then Reagan came in and we lost over two decades of any positive "photovoltaics"> What happened Don was that the price of oil went from $2 a barrel to $12 in 1974 then $40 a barrel in 1979. In BP, we were doing anything to find cheaper energy. In NZ we were converting sheep fat with methanol to make diesel fuel. BP got into photovoltaics, among other things. We did research on ethanol and methanol gasoline blends. Mobil built the Syngas plant to turn methane into gasoline. My BP laboratory used to do the octane testing for the gasoline streams.

Then, the price of oil fell to $10 a barrel in 1986 and the pressure was off. Compressed methane became uneconomic. They wheels came off many alternative fuels. The price of oil wallowed and was still at $10 a barrel at turn turn of the century.

Then it zoomed to over $100 a barrel . It has been around there since. Once again, people are coming up with all sorts of alternatives. Fracking, photovoltaics, electric cars, my company Qualcomm bought Halo electric car charging.

Governments don't need to do anything [except get out of the way]. If there's a buck in photovoltaics, companies will produce them. If electric cars are the go, or hydrogen powered, then people will produce them. All government kleptocrats do is do bad investments, or outright give money to cronies which diverts cash and people to bung ideas.
