I read once (I can't give you a link so take this or leave it) that the first politician to push AGW for political reasons was Margaret Thatcher. The coal unions were giving her fits so she wanted to convert over to nuclear power. Asked her aids to come up with arguments she could use to accomplish this. Some bright aid brought a paper to her attention that hypothesized CO2 from coal plants might have an effect on the climate. She ran with it.
