There are ACTUALLY "thousands of pages of documents" about a damned traffic jam? How many bureaucrats, like KOAN, are required to prepare thousands of pages of documents about a traffic jam?


You want to make a difference in peoples lives? Fire the assholes who took time to write thousands of pages about a traffic jam.
