Hong Kong did well with British rule without democracy. It's not surprising that China as ruler continues the tradition, especially when they dislike the idea: < When China and Britain agreed on the terms of the handover 1997, Britain insisted and china agreed that "... 50 years ... no change ..." and china tend to honor her treaty commitments.>

China and other countries are especially happy to honour treaty commitments when it suits them to do so. Made in China swindlers can move their ill-gotten gains to Hong Kong and then to anywhere, safe from any depredations in China which could befall them [see Bo Xilai and many others]. 50 years is likely to be extended to 100 years, with or without democratic Hong Kong population approval.
