I can't speak for employees; in my life, raises have come when I worked harder, and if I took a week off because I was sick then that was a week I was not paid for. Because I didn't earn anything.

As to employees, if an employer wants to give them a raise after 12-18 months that should be totally up to the employer. If he refused to do so, then the employee should consider looking for employment elsewhere.

But there is absolutely no reason the government ought to be involved.
