I think when they begin billing by actual MBps usage, the speed tiers will go away, and all the cable companies will hook up the fastest connections to everyone they can. Because, they will WANT you to use as many MBps as they can pump into your home, since they will be billing for every MBps you use.

I used to work for Verizon. They are a slimy corporation. They had a plan to deliver Fios (fiber optic cable) to all of America, but it looks like they've realized the maintenance costs are way too high and are driving customers with lousy service to other carriers, and have quit expanding it, even in the few states where they were installing it.

They make the bulk of their money on cell phones nowdays.
