Your comparing 1971 to 2009, I'm comparing Carter to Reagan.

Also after the recession, spending levels dropped down to under 21%. And the extra defense spending, both made up for under spending before him and allowed future presidents to spend less.

Still spending was clearly too high, and there was no real attempt to reform entitlements (which could have had more impact back then).
