Congress has to do that, (and they don't need to wait for the President to 'suggest' that they do so. :-)

Given the major shifts in public opinions nationwide in this area over just the past few years I expect that congress will 'get around to' doing exactly that... about a DECADE or TWO after strong majorities have already developed in public opinion wanting that.
