probably because Europe is going down the crapper economically . . . they will be producing less so therefore output of CO2 will be less. Sure glad CO2 output is increasing in the USA . . just full of great Americans!>> They are struggling economically because after 08, they followed the Republican formula of austerity rather than the Democratic formula of stimulus.
