Reality is that world emissions of CO2 increase every year and have accelerated since 2000. Europe has no teeth in its "commitment". China has no commitment at all, they're saying that they'll continue to increase CO2 emissions by 2% per year. Look for yourself, what the politicians say doesn't matter. What effects CO2 emissions is what the engineers build:
