Some pharmas apply for BTD and others are invited to apply by the FDA. Many have a drug but cannot be made in volume. In many cases the ORR is not large enough to be approved. PVCT was invited by the FDA to go this route, they proved they could produce it in mass, and their ORR is large with great safety. I would say the odds are very high.
