Counting 2014 we have spent about 100B, a little more, just since Obama took office, and that doesn't consider economic costs like regulatory overload and tax credits and deductions. This is according to CRS.

the hidden economic costs are probably higher. Things like the cost of compliance with EPA regs, of fuel efficiency standards, etc. some of these costs can be considered multipurpose but they are huge amounts even if you split them in some way.

It is, at this point, unwarranted expenditure and as we've seen, only marginally productive from an economic standpoint.

I wouldn't ditch the entire program but it needs to be de-hyped so the spending can be rational. If it does turn out to be a problem 50 years from now, we will have done better to spend the money rationally. The emphasis should be on international.
