"Science" that cannot predict isn't science. It's wannabe science. It becomes science when it starts making predictions. Correct. But not every paper is about making predictions. Outside of classical physics or chemistry, a fair percentage is about mechanisms and observations. The paper in question goal was to help refine a model of the sea ice and Antarctic Ocean. And the model can be used to... Wait for it... Make predictions!
