I'm sure that 7 million figure was assuming many things:

1. All states would accept the paid-for-by-the-Feds Medicare expansion. I mean, you'd have to hate your own poor citizens NOT to, right?

2. Most states would run their own exchanges, an assumption built into the load carrying capability of the Federal site.

3. That Republicans would ACCEPT a passed law and not fight it tooth and nail long past it's passage.

Given all that, 5 million is notable.
