It's not abnormal. The warmer water gets, the more volume it occupies. It's physics. Every time the planet heats up, molecules move further apart to stay cool. Every time it gets colder, they huddle up to keep warm. I'm not sure paleoclimatologists can figure out what % of previous sea level changes is due to melting, and due to expansion, but they can try.

It does show you the the oceans are picking up lots of heat.
