There you go again. Kirk was appointed ion Sept. 29, 2009. Scott Brown(not a Democrat) was elected on Jan. 19, 2010. So maybe 5 months altogether with many disruptions.

5 months != 2 years.

Obama tried very hard to get bipartisan support for the ACA. Unfortunately, Republicans like Grassley decided to play Calvinball with it. Most of the Republicans tried to compromise like they did when the Republicans held all the cards, which is "do everything we want and we won't call you traitors in league with the terrorists, usually...". When that didn't work, apparently much to their great surprise, they decided to sulk in the corner.

In retrospect, the Democrats should have stacked up a bunch of legislation, so that when Franken was finally seated, they could ramrod it all through at once. After all, that is how the Republicans did things under Smirk. But, Obama wanted to reach out and, quite frankly, the Democrats just aren't that organized.
