Because, we don't need it, we don't need to take the risk. You're invested in the pipeline, aren't you? Full disclosure now! Where I live, we had a very small pipeline leak, from a much smaller pipeline. Oil runs from the leak to the creek, the creek runs down to a downtown park right in the middle of the city. Ruined the day for many migrating birds using the pond in the park. Most pipelines are run down watersheds near creeks or rivers, because the land is flat and it's easier to build them there. It also means when they leak, they go straight into the watershed. For the XL, that means the Mississippi river.
