What you're missing is the poster's opinion that earnings will drop in 2002. Not that I believe this is the probable scenario -- but he seems to be expressing the fear that there will be a bump in earnings with no followthrough. Two years of high earnings that will definitely end don't justify a 20-30 p/e.
