They're meant to speak loudly, to everyone.
Then why don't they just say "amnesty" instead of "immigration reform"?

Why don't they just say "socialism" instead of railing against corporations and the richest one percent?

Face it, when you talk about "dog whistles" and "code words" that conservatives supposedly use, you are just resorting to demagoguery because you can't argue your case.
