The developement of ideas like Dharma & Ahimsa were old stemming from the ascetic/ sage tradition over in that part of the world, which is very well known. That predates Hebrew captivity in Babylon easily by a 1000yrs. When one wants to see how things written down get completely manipulated you look no farther than the Abrahamic monotheists, but its only human when men play at the God-game.

Thats why Buddha made the points about God that he did, there's no disputing this. The ethics were part of one's own responsibility, emphasis on being fully present & mindful , essentially focussed on one's own nature. If there be a god and we are that reflection or image of the same, then certainly this reveals itself in the Middle Way.

Problems with men playing the "God & Heaven Game" are all to obvious by the endless quarrels & battles fought over such, history is all you need to see this, Buddha's intention was sourced from knowledge of this tendency of human nature.
