Unsubstantiated vs substantiated

You know, given that we can be fairly sure that onerous volume commitments existed with Verizon and Sprint (at least), it strikes me that Verizon and AT&T sure don't act like they are trying to sell as many iPhones as possible anymore. From extending upgrade eligibility to 24 months to rolling out plan pricing that discourages both upgrades and phone subsidies, I wonder if something has changed lately. Apple obviously did not cash in on Verizon's $29B volume commitment for 2013-- maybe they forgave the shortfall and at the same time, released all carriers from their volume commitments.
