Svejk, the article says The US Internal Revenue Service is expected to announce that it will not accept data from firms using "windowing" as a solution to the year 2000 problem.

I'm totally guessing as to the percent of companies that use windowing, but, at least among the tool vendors, it is by far the method of choice. No way this will ever happen, IMHO.
