Those all have logical answers. But they are complicated. That list is simplistic. E.g.:

Every state requires hunting and fishing licenses because the money is used to manage the resource and is easy to implement.

illegal immigration is a much more complicated issue. Reagan couldn't solve. He gave amnesty to all of them.

So to compare the two issues is a silly exercise. And conservatives do this all the time i.e. oversimplify.
