If such is the case, then there should have been a buildup in the short position against AAPL.

That has not been the case. It is one of the things I have watched in the last two years. Right here:
finance.yahoo.com (over on the right, about half-way down the page) you will find Short Ratio
(as of Jan 15, 2014 = 1.3). This is the number of days of average volume it would take the outstanding shorts
to cover. It has stayed in the .5 to 1.5 range the whole time. This number really doesn't get important until
above 10.0 in my opinion.
