I have as yet seen a Federal Budget that eliminates waste. I cannot remember an actual lower budget. I do experience fiscal years closings where everyone is hustling to get rid of funds so there isn't any surplus. GOD forbid if the year ended with a surplus, next years appropriated funds might be less and we could not have that, could we?
