The Federal Government growth has always lagged behind local government. I believe federal employees grew by around 230,000 under Reagan, over 8 years, the remainder were state and local government employees. That is where our government has grown the most. Government grew too much under Reagan, I agree. He did not achieve what he preached. They have little control over the states... Clinton, as I recall, had the best control of federal employment numbers.
