I live in Santa Barbara. There are a number of factors that limit construction. The city itself is sandwiched between the Pacific Ocean and the Coastal Mountains so there is very little available land. In 1926 there was a devastating earthquake that destroyed the downtown. Consequently, there building height restrictions. Also, the soil is adobe which expands and contracts, so construction costs are high. Add to that the current drought and the most recent foothill fires, I believe that the city has been to wise to plan within the resources of the local area. There still is building going on, but demand outstrips the supply, Add to that the fact that there are roughly 40,000 students attending local colleges that have an impact on housing--many coming from outside the local community. Consequently families opt to commute from local agricultural areas like Lompoc and Santa Maria where agricultural lands have been converted to housing that is much cheaper.

So II don't think it is entirely NIMBY. But if you have spent big money to break into this town, you are disinclined to see rezoning that would hurt your property values. Interesting enough, cities such as Paso Robles that have expanded rapidly are now over drafting their water resources. What was essentially agricultural community is now trying to figure out where they are going to come up with the water for all of their developments.
