The key is... it doesn't really matter what's killing the plankton, or if anything is...
Don't think it's a matter of killing the phytoplankton.

It's more about lack of proper nutrients limiting their growth. Maybe you could say they are being starved.. The likely culprit is the lack of trace Iron preventing the production of chlorophyll..
