All I'm saying is the contract doesn't guarantee anything, it only opens the door for the Department of Veterans Affairs to purchase the drug.

I agree with you that just because a contract was signed it doesn't mean they are buying, however, I would be very curious to see how they treated it on the books, ie whether the contract was encumbered or just left hanging out there in the wind. If it's encumbered, I would expect to see some purchases coming shortly after it's effective date.
