One internal 2012 CBSA document obtained last year by the Globe and Mail cited an “increase in employee corruption” at an organization that collects billions in duties, taxes and fees each year at the border.

And Postmedia News uncovered last year an internal 2012 survey of Vancouver airport staff that found only three per cent of staff reported a positive morale at the workplace. One union official called the airport “one of the unhappiest places on Earth,” and this week Customs and Immigration Union President Jean-Pierre Fortin said little has been done since then to improve the situation.
