Have no idea but is a good question. No doubt it is all interrelated. Plus I bet many millions of state and local jobs BOTH public and private (more indirectly) were lost and never came back since the Great Recession due to federal aid to the states being cutbacks.. Has been a constant feedback loop with housing crash added in so much lower state revenues leading to even more cutbacks. To further compound it we have total gridlock in DC so no help from fiscal policy. I am amazed how much we have bounced back from the brink five years ago.
