The number of gateways was reduced because gateway owners/governments were able to make deals where a single gateway could cover several countries at once, avoiding the necessity of building a gateway in each country. It was political. As for profit, I wish I could own a gateway. After initial construction cost, what are your expenses? You pay G* the wholesale rate of $.35 to $.53/minute, and charge your clients $.70 to $1.20/minute. Your staffing needs are nearly nothing. The initial 38 gateways will nearly cover the globe--the rest will fill in small holes in coverage. 100% coverage comes in 4th quarter 99(except for the poles--if you are there, buy an Iridium phone).
